Your Tax Bill
Hillsborough Township mails out third-quarter estimated tax bills each July. This estimated bill reflects the current year's assessed value of your property. When calculating your total tax obligation, do not simply multiply the third-quarter amount by four, as this will not give an accurate estimate of your annual taxes. Any adjustments to your total yearly taxes are reflected in the third and fourth quarter bills. Please keep in mind that assessed property values may increase, decrease or remain the same from year to year based on changes in the real estate market. Since 2018, property market values have steadily increased which has significantly increased assessed values. The tax rate per $100 of assessed value has declined from $2.419 in 2018 to $2.143 in 2024 due to market trends and budgets increasing slightly resulting in minimal increases. The overall tax rate typically does not increase while on an annual reassessment program unless budgets have increased.
Tax Allocation Note: It is important for property owners to understand how their tax dollars are distributed. For the 2025 tax year, only 14% of your tax bill funds municipal services provided by the Township. An additional 16% supports Somerset County services, 3% funds the local Fire District, and 1% is allocated to Open Space. The largest portion - a significant 66% - is directed to the Board of Education. As such, any substantial increases in your property tax bill are primarily driven by Board of Education budgetary needs and decisions, not by the municipal government.
Hillsborough Township participates in an annual Reassessment Program to ensure that all properties are assessed fairly and equitably in relation to their "true market value." A common misconception is that a property's value only changes after an inspection; in reality, property assessments are adjusted each year based on overall market trends and will be reflected in the following year's assessment.

Mission Statement
This office is responsible for collecting real estate property taxes, billing of taxes to appropriate homeowners and mortgage companies. The Chief Financial Officer supervises the various divisions.
The Treasurer is responsible for the receipt and collection of all moneys raised by taxation.
Department of Finance will either invest or disburse, in accordance with the guidelines set forth by the annual budget, any moneys received.
The Tax Collector is responsible for the billing, collection, reporting, and enforcement of
municipal taxes for the Township of Hillsborough. Property taxes are due on February 1, May 1, August 1, and November 1. Failure to receive a tax bill does not exempt you from paying taxes or the interest due on delinquent taxes. There is a 10-day grace period. Taxes must be received in the tax office on or before the 10th, however, if the 10th falls on a weekend or legal holiday, you have until the next business day to make payment. Payments received after the 10th will have interest charged back to the due date. Postmarks are not accepted. ACH Direct Debit Plan
Residents may enroll in our free ACH Direct Debit plan for property taxes. Your payment would be debited directly from your checking or savings account quarterly. You may contact the Finance/Tax Collection office for a form, or download the form. Please complete the highlighted areas, sign & submit the enrollment form and a void check to our office no later than 15 days before the quarterly due date. The ACH Debit Dates are February 1, May 1, August 1, and November 1. If any of these dates fall on a weekend or holiday the ACH Debit Date will be the next business day. If you have any further questions regarding our ACH Debit plan, please call the Tax Office at 908-369-8672.
NOTE: If you wish to discontinue the ACH Debit plan at any time, OR, if you intend on selling your property please contact this office immediately. If we are not notified in a timely manner the payments will continue to be debited from your account.
